    The Historic Role of Boards of Health in Local Innovation: New York City’s Soda Portion Case

    Childhood and adult obesity pose major risks for cancer, diabetes, and cardiovascular disease, with the poor and racial minorities suffering from disproportionately high burdens of obesity and chronic disease. With current policies failing, cities and states have moved forward with creative prevention measures–-with boards of health driving policy innovation in many local jurisdictions. The New York City Board of Board of Health’s (NYCBH) soda portion limit pushed the boundaries of innovation, but was struck down on June 26, 2014 by New York State’s highest court, which held that the Board trespassed on the City Council’s authority. The Court’s decision ignored the critical role of local health agencies in responding to 21st century public health threats, including epidemics of obesity and chronic disease. The Court narrowly construed the NYCBH’s authority, characterizing its powers as administrative, and thus potentially stifling local innovation. The decision also obscured the fundamental truth that public health policymaking requires complex trade-offs and incremental action, as well as a multifaceted approach to reducing population weight gain. Policymaking often relies upon limited evidence, and agencies experiment with novel ideas while also transforming social norms and pushing the boundaries of public opinion. Although the portion rule would disproportionately affect disadvantaged individuals who drink the largest amount of soda, government’s failure to act represents a greater injustice. Enhancing opportunities to choose a healthy life path better serves the interests of justice, but the Court’s judgment takes us further away from realizing this social aspiration

    Look-up Tables to Link 1991 Population Statistics to the 1998 Local Government Areas

    Between 1995 and 1998 the local authority structure and geography of the United Kingdom was substantially revised. The two-tier system of local government was abolished in Wales, Scotland, and in parts of non-metropolitan England, and replaced with a single-tier system. This involved the creation of a new set of local authority area boundaries which in many places cut across those of the old districts. In addition, many of the local authorities unaffected by the reorganisation nonetheless had experienced small - though demographically significant - boundary changes since the last census. By the time the final phase of the reorganisation came into effect on 1st April 1998 the local government map of the United Kingdom was very different from that of April 1991. There is a need therefore to provide demographic and other geographically based data for the new geography for years prior to 1998. This paper aims to fill a part of this requirement by focusing on two important issues. First, it describes a look-up table detailing exactly how the 1998 local government geography relates to 1991 Census areas, and second, it sets out methods for producing 1991 Census data and mid-1991 population estimates (including single year age detail) for the new geography.     An analysis of the North East Worker Registration Scheme data: Second briefing paper for the Talent North East Steering Group

    This is the second briefing paper for the Steering Group on registrations by A8 workers to the Worker Registration Scheme (WRS) in the North East. It is based on a freedom of information request and contains the full data set for the North East region. This full set includes seven separate periods which allows some discussion of change over two distinct periods. The data does, though, carry a number of ‘health warnings’ as to accuracy of migration flow. This second set of data also has further caveats as it is now provided not with the original postcode of employers but with their postcode already broken down into local authority boundaries. What this means is that (1) currently up to six per cent of those who have registered are not now included. This is because they have originally not provided a completely accurate postcode and are therefore excluded when the sets are broken down into local authority boundaries. The occupation data set also contains only the top ten occupations. In both cases this means that some A8 registered workers who were included in briefing one are now not. For example this is most apparent with the occupation data and in particular the Administrative SOC2000 category which has been reduced from 112 to just 15; (2) the four separate data sets obtained (nationality, gender, age and occupation) have differing final and therefore sub?regional totals. The author has been informed that this is due to firstly people not answering all the questions when registering and secondly that the sets are now rounded to the nearest five as is common to maintain individual anonymity. As other national migration data sources, for example the national insurance number allocations for foreign workers and the labour force survey, also have their own limitations when used in a North East, sub?regional and local authority context. The WRS data still provides useful labour market A8 migration information for the region and is one part of a wider picture of change in our regional labour market since May 2004

    Valuing School Quality Using Boundary Discontinuities

    Existing research shows that house prices respond to local school quality as measured by average test scores. However, higher test scores could signal better quality teaching and academic value-added, or higher ability, sought-after intakes. In our research, we show decisively that value-added drives households' demand for good schooling. However, prior achievement - linked to the background of children in school - also matters. In order to identify these effects, we improve the boundary discontinuity regression methodology by matching identical properties across admissions authority boundaries; by allowing for boundary effects and spatial trends; by re-weighting our data towards transactions that are closest to district boundaries; by eliminating boundaries that coincide with major geographical features; and by submitting our estimates to a number of novel falsification tests. Our results survive this battery of experiments and show that a one-standard deviation change in either school average value-added or prior achievement raises prices by around 3%.House prices, school quality, boundary discontinuities

    The political identities of neighbourhood planning in England

    The rise of neighbourhood planning has been characterised as another step in a remorseless de-politicisation of the public sphere. A policy initiated by the Coalition Government in England to create the conditions for local communities to support housing growth, neighbourhood planning appears to evidence a continuing retreat from political debate and contestation. Clear boundaries are established for the holistic integration of participatory democracy into the strategic plan-making of the local authority. These boundaries seek to take politics out of development decisions and exclude all issues of contention from discussion. They achieve this goal at the cost of arming participatory democracy with a collective identity around which new antagonisms may develop. Drawing on the post-political theories of Chantal Mouffe this paper identifies the return of antagonism and conflict to participation in spatial planning. Key to its argument is the concept of the boundary or frontier that in Mouffe’s theoretical framework institutionalises conflict between political entities. Drawing on primary research with neighbourhood development plans in England the paper explores how boundary conditions and boundary designations generate antagonism and necessitate political action. The paper charts the development of the collective identities that result from these boundary lines and argues for the potential for neighbourhood planning to restore political conflict to the politics of housing development

    Support for Drought Response and Community Preparedness: Filling the Gaps between Plans and Action

    This chapter examines which levels of government handle various aspects of drought, as well as interactions between levels of government, providing examples from states across the western United States. It also takes a look at aspects of drought that fall outside traditional lines of authority and disciplinary boundaries. As part of a discussion on how states support local drought response, the chapter details and contrasts how California and Colorado track public water supply restrictions, and describes Colorado’s process for incorporating input from river basins across the state into its water plan. Case studies focus on drought planning in the Klamath River and Upper Colorado River basins through the lens of collaborative environmental planning. The chapter concludes that drought planning will be more effective as more states coordinate and align goals and policies at multiple levels of government

    This article discusses the rules and roles of land use boards, including planning boards, and zoning boards of appeals. Local governments are given broad authority to create land use regulations by the New York state legislature, and so long as they stay within the boundaries of the state land use statutes, the local government’s fact based decisions are usually upheld in face of legal challenges in court. This column analyzes several recently decided cases in an attempt to clarify the uncertainties involved with the decisions of local land use boards, and challenges to land use board decisions

    Mismanagement: Labor\u27s Rightful Cause

    [Excerpt] Mismanagement is so widespread and its effects upon job security, wages and standards are so damaging to labor that unions must expand the traditional boundaries of their authority and begin to experiment with ways to challenge management prerogatives. While some people may argue that such a direction will lead to enterprise unionism, those arguments have many of the same weaknesses as those against worker ownership and power-sharing. The alternative in our current situation is to passively allow managers to continue to destroy jobs and communities. Those who hope to rebuild our economy based upon more humane principles will need a constituency which includes union members who have, at the local level, really dug in and challenged mismanagement, posing alternatives to save jobs. The discussion below covers the most common and damaging forms of mismanagement; the rest of this issue of Labor Research Review shows what unions can and have done to challenge bad management. It does nor cover subjects which many of us consider mismanagement of the overall economy, such as socially destructive deregulation, laissez-faire trade policies, or the massive diversion of precious financial and technical resources to the military. While not ignoring such national economic issues, the training for empowerment for more grass-roots control of the economy has to begin with local campaigns where local unions and their allies have immediate organizing handles

    ‘Wife, Mommy, Pastor and Friend’: The Rise of Female Evangelical Microcelebrities

    The popularity of digital media has spurred what has been called a “crisis of authority”. How do female evangelical microcelebrities figure in this crisis? Many of these women belong to churches led by male pastors, have amassed a large following online, and are sought-after speakers and teachers. This paper analyses how gender, religious authority, and the digital sphere collide through the rise of female evangelical microcelebrities. Bringing together ethnographic data, textual analysis, and social media analysis of six prominent women, I emphasize the power of representation to impact religious practices and religious meaning. This article examines how evangelical women are performing and negotiating their legitimacy as the Internet and fluid geographical boundaries challenge local models of religious authority. Moving away from a binary perspective of “having” or “not having” authority, this paper considers the various spheres of authority that evangelical microcelebrities occupy, including normative womanhood, prosperity theology, and politics. Finally, by examining the social media content put forth by female evangelical microcelebrities, I interrogate the political stakes of evangelical women’s authority
